Who is the 6%?

I do not set much store by newspaper spot polls on any issue. There is no control. Yet, the results of one as published [1] made me wonder.

I needed to ask and hope for an answer:

Who are these people who could not say or had no opinion on who was responsible for the Bihar train accident at Dhamara Ghat station and those who blamed the driver? Who are these people who are brainy enough to get on the Net and vote in a spot poll yet be brainless? Who really are these people, the 6%?
